PROCLAMATION NO. 159

DECLARING YEAR 2011 AS THE LAUNCHING YEAR OF THE PHILIPPINE DECADE OF ACTION FOR ROAD SAFETY: 2011-2020 IN SUPPORT OF THE GLOBAL LAUNCH OF “THE DECADE OF ACTION FOR ROAD SAFETY: 2011-2020 ON 11 MAY 2011

WHEREAS, road crashes continue to be one of the leading causes of the alarming number of deaths, physical injuries and debilitating scars and disabilities, worldwide;

WHEREAS, the Government recognizes that high incidence of road crashes and alarming number of traffic accidents are a major public health concern and have, thus, a broad range of social and economic consequences which, if unaddressed, may affect the sustainable development of the Philippines;

WHEREAS, the United Nations General Assembly, in its Resolution A/Res/64/255, dated 02 March 2010, proclaimed the period 2011 to 2020 as the “Decade of Action For Road Safety” with the goal to stabilize and then reduce traffic fatalities around the world by increasing activities conducted at national, regional and global levels;

WHEREAS, the Philippines is in full accord with the objective of the Decade of Action for Road Safety and fully supports its goal by formulating its own Philippine Road Safety Action Plan 2011-2020 that embodies the programs, activities and projects the government, business and civil society will undertake, individually and collectively, during the Decade to promote road safety in the country and to contribute to the improvement of road safety in the world;

WHEREAS, the World Health Organization (WHO) and the United Nations Road Safety Collaboration (UNRSC) are spearheading the worldwide launching of the Decade of Action on 11 May 2011 with nations across the world simultaneously and/or successively holding their respective programs appropriate for the occasion; and

WHEREAS, in support of the global launching, we will launch the Decade of Action for Road Safety 2011-2020 on 11 May 2011 with the release of the Philippine Road Safety Action Plan 2011-2020.

NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the year 2011 as the launching year of the Decade of Action for Road Safety: 2011-2020.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

Augie's Wishes


if i were to be presumptive of the things that augie would wish for his friends, here are a few of them:

1. he would have wanted us to smile everytime we remembered him and if we shed a tear, it would be a joyful tear, for knowing him when he lived

2. he would have asked for us to continue living for tomorrow and not dwell on the past

3. he would have told us not to grieve for him anymore and wish for him to come back but to continue living and celebrating the memories he left behind

he will be in our thoughts always... with that mona lisa smile forever on his face

2000
24 December – A Cotobato-Davao regular route bus carrying Christmas travelers plunges 60 feet down into a ravine at outskirts of Bansalan, Mindanao, Philippines, killing 30, 12 more are injured.

2002
November 24 – A regular route bus smashed through an iron railing and plunged 42 feet down into the ravine at the outskirts of Tagkawayan, Quezon, Philippines, killing 33, in an incident caused by mechanical failure.

2007
2 February – A tanker carrying liquefied carbon dioxide crashes, overturns and explodes in Tigbao, Philippines, killing 50 and injuring 65.

2008
July 29 – According to Philippine National Police official and an ABS-CBN television report, a packed commuter bus strayed into an oncoming lane, and crashed head-on collide with another bus at Pamplona, Camarines Sur, Philippines, at least eleven dead and injuring twenty-nine.

October 27 – 9 people died and 18 others were injured, when a passenger jeepney with 21 people on board fell into a 300-meter ravine in Dapdap West Tagaytay City, Philippines on their way to Tanauan, Batangas to bury a dead relative's remains.

November 1 – 7 people were killed and more than 30 passengers injured, in a head-on collision between an overtaking packed passenger Fermina Express bus and a Toyota Revo utility vehicle along the North Luzon Expressway, near Sta. Ines, Mabalacat, Pampanga. Some of the fatalities' bodies were dismembered in the gruesome tragedy.

February 5 – A bus collided with a truck carrying cement near Ponedera, Atlantico, Colombia, killing 13.

March 12 – A truck carrying benzene rammed a bus outside Sriperumbudur, Tamil Nadu, India, killing 110.

he is never far from our thoughts but there are certain times of the year when we "remember" our friends whom God had taken back Home with Him. for the Roman Catholic Christian world, that time of the year is november the second. here in makati, tata and i lit a candle and incense and prayed that eternal rest be granted unto augie.

WORLD DAY OF REMEMBRANCE FOR ROAD TRAFFIC VICTIMS Negros Occidental, Philippines

The World Remembrance Day for Road Crash Victims finds its origin in the UN Resolution A/60/5 dated October 26, 2005, which adopted the World Day “as the appropriate acknowledgement for victims of road traffic crashes and their families” and called for its recognition by Member States and the International Community.
The World Day of Remembrance is held across the globe to give recognition to victims of road crashes and the plight of their loved ones who must cope with the emotional and practical consequences of these events.
The day provides an opportunity to draw the public’s attention to road crashes, their consequences and costs, and the measures which can be taken to prevent them. The day also provides an opportunity to remind governments and society of their responsibility to make roads safer.

THE NEED FOR REMEMBRANCE
AND FOR SAFER ROADS
The families of those who have died, and the victims left injured and disabled, remember their experiences only too well. The act of public remembrance is a demonstration to victims that we recognize them - showint them that their humanity is valued, that their loss is our loss and that their suffering is shared, if only through recognizing the tragedy and error of its occurrence.
Road crashes are a leading cause of death globally for children and young people aged between 10 to 24 years, and the third leading cause of death globally among people aged between 30 to 44 years. Every six seconds someone is killed or injured on the world’s roads, including drivers, passengers, motorcyclists, bicyclists and pedestrians. Given the statistics of more than 3,000 people getting killed every day on our world’s roads, with 10% or over 300 are young children – is a road epidemic deadlier and must be feared more than AIDS or AH1N1. 260,000 children are killed on the world’s roads each year, and by 2015 road crashes are predicted by the World Health Organization to be the leading cause of death and disability for children.
Globally, each year over 1.2 million people are killed in road crashes – a greater number of deaths than those caused by malaria. Millions more people are left seriously injured and disabled.
Over 90% of the world’s road deaths occur in low and middle income countries, including the Philippines. For each person who is killed or injured there is an effect on their family – a father no longer able to work to feed his children, or a schoolchild no longer able to get the education that will give them chances in life. Add all of these effects together, and Negros Occidental and our country as a whole suffers.

ROAD SAFETY IS NO ACCIDENT – IT CAN BE PREVENTED.

It is tragic that most people are not aware that accidents are preventable. Over three-quarters of all deaths are caused by human error, meaning that the driver, the pedestrian, the cyclist or another road user made a fatal error and ended up either killing themselves, or others. Through education, engineering and enforcement of traffic laws, needless deaths can be avoided in the future.

A PUBLIC APPEAL
We would like to invite and encourage everyone to join and support us in helping make our 2009 World Day of Remembrance for Road Traffic Victims a successful event. This is the time to remember loved ones or friends lost in a road crash, to know and understand what we can do to improve the safety of our roads, and to call for the Philippine Government’s delegation to Moscow to sign up to the Decade of Action.
We would like to take this opportunity to urge all stakeholders to play an active role in creating safer roads for all Filipinos - specifically, increasing the safety of our roads can be achieved through educating all road users – both drivers and others – on safe behaviour, engineering ‘forgiving roads’ and using a ‘safe systems approach’ which minimizes the effects of human errors, and enforcing the traffic laws that are designed to prevent dangerous drivers and dangerous vehicles from putting other people at risk.
And finally, we would like to remind all Negrenses, all Filipinos that reducing the number of people killed on our roads is not only the responsibility of the traffic police and the government… EVERY ONE of us must use our roads in a manner that does not endanger our lives, or the lives of others!
